H.R. No. 795
R E S O L U T I O N
WHEREAS, The family and friends of Luciano Flores were deeply
saddened by the passing of the distinguished former mayor of San
Marcos on June 27, 2004, at the age of 81; and
WHEREAS, Born on December 30, 1922, in San Marcos, Mr. Flores
served in the United States Army during World War II in the Pacific
theater, and while stationed in New Guinea, he was injured and then
hospitalized in Manila; after returning to the United States, he
cofounded the American G.I. Forum in San Marcos to help improve
social and economic situations for Mexican Americans as well as
give support to local military veterans; and
WHEREAS, Mr. Flores continued to work tirelessly to give a
voice to the underrepresented in his community, both as a city
council member from 1967-1973 and as the first Mexican American
mayor for the City of San Marcos with his election in 1972; during
his mayoral tenure, Mr. Flores fought to bring about positive
social change and better educational opportunities for all members
of the community; he also helped to build streets in the south side
of town as well as a fire station, a sewage treatment plant, police
and court buildings, and a city hall; and
WHEREAS, In addition to being an exemplary public servant,
Mr. Flores was a devoted family man; he was married to Herminia
"Minnie" Lucio Flores for 57 years, and their enduring union was
blessed with two sons and two daughters as well as three
grandchildren; he was also a successful insurance agent with
American National Insurance for 25 years and an honorary member of
the Heritage Association; and
WHEREAS, Dedicated to his hometown of San Marcos, Luciano
Flores worked diligently to promote the highest ideals of equality,
education, and social justice; although he will long be profoundly
missed by his family and friends, Mr. Flores has left behind a
legacy of good works that will endure for many generations to come;
now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby pay tribute to the life of Luciano Flores and
extend sincere sympathy to the members of his family: to his wife,
Herminia "Minnie" Lucio Flores; to his son, George Flores, and his
wife, Connie; to his son, Richard Flores; to his daughter, Blanche
Flores, and her husband, Darrell Wyont; to his daughter, Laura
Flores, and her husband, David Bentley; to his grandchildren,
Bianca Wyont, Michael Wyont, and Sabrina Flores; to his numerous
nieces and nephews; and to his other relatives and many friends and
admirers; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Luciano
Flores.
