R E S O L U T I O N
WHEREAS, The Honorable Dianne White Delisi, state representative of District 55 in Bell County, has received a 2005 Dr. Nathan Davis Award for Outstanding Government Service from the American Medical Association in recognition of her many efforts in behalf of the health and well-being of her fellow citizens; and WHEREAS, This prestigious accolade is the highest award that the nation's largest physician organization can bestow upon those in public service; named for the founding father of the AMA, it honors elected and career officials in federal, state, or municipal service whose contributions have promoted the art and science of medicine and the betterment of public health; and WHEREAS, Initially elected in 1990, Representative Delisi is now in her eighth term in the Texas Legislature, and she currently chairs the Committee on Public Health; during the 78th Legislative Session, she led the House Select Committee on State Health Care Expenditures and authored legislation that established disease management initiatives for Medicaid and other state-funded health care programs; she also helped create a Texas driver responsibility program that funded both trauma care and road repairs; and WHEREAS, During the 77th Legislative Session, she served on the Public Health Committee, was the author of a Medicaid budget reform, and introduced the concept of defined contribution health benefits to discussions about the teacher health insurance policy; her other initiatives regarding public health involved children's health insurance programs, preparation for bioterrorism, access for rural Texans, mental health and mental retardation services, nursing home quality, and graduate medical education emphasis and funding; and WHEREAS, In addition, she ably served as chair of the House Appropriations Subcommittee on Tobacco Settlement Disbursement in the 76th Legislative Session, and was vice chair of the House Committee on Appropriations from 1995 to 1998; and WHEREAS, Despite her demanding schedule, Representative Delisi has lent her expertise as a member of the Robert Wood Johnson Foundation National Advisory Committee for the State Health Leadership Initiative and as a cofounder of the Task Force on Smoking and Health; she is presently a member of the executive committee of the Council for The Forum for State Health Policy Leadership for the National Conference of State Legislatures and the Advisory Board of the University of Houston Health Law and Policy Institute; and WHEREAS, Representative Delisi's unerring commitment to public health has earned her the lasting respect and admiration of countless individuals in the medical field, and she has previously been honored by the Texas Trauma Coordinators Forum as a "Champion" of Trauma System Legislation, by the American Heart Association as Legislator of the Year, and twice by the Texas Public Health Association with the Outstanding Legislator Award; and WHEREAS, Dianne White Delisi has tirelessly served the people of District 55 and the Lone Star State, and her exemplary contributions toward the betterment of public health in Texas truly merit special recognition and praise; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby congratulate State Representative Dianne White Delisi on her receipt of the American Medical Association's 2005 Dr. Nathan Davis Award and commend her for her dedication to the health concerns of all Texans; and, be it further RESOLVED, That an official copy of this resolution be prepared for Representative Delisi as an expression of high regard by her colleagues in the Texas House of Representatives.
