R E S O L U T I O N
WHEREAS, The directors and staff of the North Plains
Groundwater Conservation District are commemorating the 50th
anniversary of the organization's protection and preservation of
groundwater resources and reservoirs; and
WHEREAS, For half a century, the North Plains Groundwater
Conservation District has adopted and enforced regulations aimed at
minimizing the depletion of reservoirs and aquifers, the
interference between wells, and the reduction of artesian pressure;
the organization also strives to prevent waste or pollution of
groundwater and to promote equitable use and management of
resources in compliance with ecological and socioeconomic systems
unique to the district; and
WHEREAS, In 1955, the 54th Texas Legislature validated the
acts of the state's Board of Water Engineers, approving the
establishment of the North Plains Ground Water Conservation
District, north of the Canadian River; the district's original
region included Sherman, Hansford, and Ochiltree Counties, and
parts of Hartley, Moore, and Hutchinson Counties; eventually
Lipscomb County and portions of Dallam County were annexed into the
district; and
WHEREAS, Under the current leadership of president David
Moore, the district achieves its goals through rules, education
programs, district services, and the mutual cooperation of local,
state, and federal agencies; from its main office in Dumas, the
organization issues water well permits, collects groundwater
information, performs water quality analyses, and provides well
system tests; and
WHEREAS, Throughout its history, the staff of the North
Plains Groundwater Conservation District have provided excellent
management of groundwater supplies and have worked tirelessly to
ensure that an abundant supply of groundwater will be available for
future generations; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby honor the North Plains Groundwater Conservation
District on the occasion of its 50th anniversary and extend to its
directors and staff sincere best wishes for continued success; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for the district as an expression of high regard by the
Texas House of Representatives.
