R E S O L U T I O N
WHEREAS, Rickey Childers of Longview has been named president of the Texas City Management Association, providing an apt occasion to recognize this Texan's myriad accomplishments; and WHEREAS, A native of Abilene, Mr. Childers attended the University of Tulsa, where he earned a degree in political science; he began his distinguished 30-year tenure in municipal government in 1975, when he went to work for the City of Abilene as a neighborhood services representative; later, while working in the city manager's office in Lubbock, he earned a second degree, a master's in public administration from Texas Tech University; and WHEREAS, Over the years, Mr. Childers has excelled in progressively more responsible city management positions in Abilene, Carrollton, and Arlington, and in 1999 he became city manager of Longview, the position he holds today; and WHEREAS, In addition to serving the Texas City Management Association as its first African American president, Mr. Childers has readily lent his expertise as executive vice president of the International City/County Management Association and as a member of the Texas Municipal League Risk Pool board and the National Forum for Black Public Administrators; moreover, he has been lauded by the Urban Management Assistants of North Texas with the Joy Sansom Mentor Award and been presented with both the Texas Young Lawyers Award and the Outstanding Alumni Award by Texas Tech University; and WHEREAS, Rickey Childers exemplifies the highest ideals of public service, and his three decades of work in behalf of his fellow citizens has made a difference in the lives of countless Texans; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby congratulate Rickey C. Childers on his election as president of the Texas City Management Association and extend to him sincere best wishes for a successful tenure; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Childers as an expression of high regard by the Texas House of Representatives.
