R E S O L U T I O N
WHEREAS, Terry Hammond of El Paso is receiving the Lucy G. Acosta Humanitarian Award on April 28, 2005; and WHEREAS, Distributed by the League of United Latin American Citizens (LULAC) Project Amistad, a nonprofit organization that provides services to the elderly and disabled communities of El Paso, the award honors those citizens who have displayed an extraordinary dedication to the city and its residents; and WHEREAS, Honored for his work in reforming adult protective services, Mr. Hammond has uncovered the prevalent abuse of elderly and disabled persons and has written legislation to address this mistreatment; his work has brought much-needed public attention to the plight of indigent and elderly persons who have been neglected and exploited by family members, friends, and inadequate programs; and WHEREAS, Mr. Hammond is president of Terry Hammond & Associates and specializes in guardianship law; he earned his law degree from Texas Tech University and his master's and bachelor's degrees from Texas A&M University; during his productive career, he has worked to develop a guardianship system in Texas and has testified before the state legislature to reform its adult protective services; he consistently serves as a consultant to guardianship programs and has received national attention for his efforts in behalf of the elderly and disabled in the Lone Star State; and WHEREAS, The strength of our communities and the fair treatment of the state's citizens depend on the dedication of individuals like Terry Hammond; he uses his intelligence and resources to help others, a truly noble cause that serves as an inspiration to us all; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby congratulate Terry Hammond on his receipt of the Lucy G. Acosta Humanitarian Award and extend to him sincere best wishes for continued success and achievement; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Hammond as an expression of high regard by the Texas House of Representatives.
