R E S O L U T I O N
WHEREAS, Given Kachepa, a resident of Colleyville and a student of Grapevine High School, has been selected to receive a 2005 Prudential Spirit of Community Award in recognition of his exemplary volunteer efforts; and WHEREAS, Sponsored by The Prudential Insurance Company of America in partnership with the National Association of Secondary School Principals, these awards honor a middle school and high school youth from each state for outstanding acts of volunteerism; this year, more than 20,000 students nationwide were considered for these awards, and honorees received $1,000, an engraved silver medallion, and a trip to Washington, D.C., where 10 are to be named America's Top Youth Volunteers for 2005; and WHEREAS, Mr. Kachepa, who fell victim to the malevolence of modern-day human traffickers in his native Zambia, has become an effective advocate for victims of human trafficking; he has determinedly sought to raise public awareness through interviews with the news media and by sharing his horrific experiences at conferences and seminars and with local and national law enforcement agencies; and WHEREAS, This resolute young man has also worked in support of legislation that facilitates the prosecution of traffickers; during the 78th Regular Session of the Texas Legislature, he testified before the House Committee on Criminal Jurisprudence, and his moving personal account helped to secure the passage of a strengthened state law relating to human trafficking and forced labor in the State of Texas; and WHEREAS, The future of the State of Texas, the strength of our communities, and the overall vitality of American society depend, in great measure, on the dedication of young people who, like Mr. Kachepa, use their considerable talents and resources to serve others; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby congratulate Given Kachepa for receiving a Prudential Spirit of Community Award and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Kachepa as an expression of high regard by the Texas House of Representatives.
