R E S O L U T I O N
	WHEREAS, Dale L. Bates of San Angelo has long helped to 
heighten awareness of weather modification technologies in an 
effort to alleviate drought in the Lone Star State, and it is a 
pleasure to honor this notable Texan at this time; and
	WHEREAS, A member of the Irion County Water Conservation 
District during the 1990s, Mr. Bates taught many people how to use 
rainfall enhancement technologies, or cloud seeding, to curtail 
water shortages on the Edwards Plateau; and
	WHEREAS, In 1996, he helped form the West Texas Weather 
Modification Association, and he has subsequently shared the 
experience he gained in that endeavor with other groups of Texans 
interested in forming similar organizations; in addition, he was 
integrally involved in the establishment of a weather modification 
flare production facility in San Angelo, which was developed to 
ensure that all cloud-seeding projects in the state are adequately 
equipped; and
	WHEREAS, Mr. Bates is a cofounder and former chair of the 
Texas Weather Modification Association, and he has worked 
diligently to coordinate the efforts of the various weather 
modification groups to ensure that cloud seeding is conducted in a 
professional, cost-effective manner that benefits the people and 
the economy of Texas; and
	WHEREAS, Dale Bates has devoted countless hours to addressing 
the drought concerns of Texans throughout the state, and he is most 
deserving of special recognition for his invaluable contributions 
to the Lone Star State and its citizens; now, therefore, be it
	RESOLVED, That the House of Representatives of the 79th Texas 
Legislature hereby honor Dale L. Bates for his tireless efforts to 
promote the use of cloud-seeding technology to enhance the state's 
atmospheric water resources and protect and preserve surface water 
and groundwater resources in the Lone Star State; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Mr. Bates as an expression of high regard by the Texas 
House of Representatives.
