H.R. No. 974
R E S O L U T I O N
WHEREAS, April 4, 2005, is a day of great significance in the
lives of Victor and Krista Simonds of Pflugerville, for on that date
their beloved youngest daughter, Rachel Li Simonds, officially
becomes a citizen of this state and nation; and
WHEREAS, Mr. and Mrs. Simonds went to great lengths to find
the little girl of their dreams, having traveled to Guangzhou,
China, in the winter of 2003 to adopt Rachel, who was born on
November 28, 2002, and bring her home to the Lone Star State; and
WHEREAS, Rachel's Chinese adoption decree is being formally
recognized on April 4 in an order being issued by the 250th District
Court of Travis County, which gives it the same validity as if it
had been originally ordered by a Texas court, and her proud parents
are also receiving a valid birth certificate from the Department of
State Health Services; and
WHEREAS, Initially granted permanent resident status on her
entry into the United States, Rachel becomes a United States
citizen on that same day per the Child Citizenship Act of 2000 and
United States Citizenship and Immigration Services Regulations,
and it is a privilege to acknowledge this charming young lady's new
status at this time; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby congratulate Victor and Krista Simonds on the
adoption of their daughter, Rachel Li Simonds, and on the occasion
of her naturalization as a United States citizen and extend to
Rachel sincere best wishes for a bright and promising future; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for Rachel and her parents as an expression of high regard
by the Texas House of Representatives.
