H.R. No. 980


R E S O L U T I O N
WHEREAS, Since December 2003, Arturo Q. Duran has served with distinction as the 15th commissioner of the United States International Boundary and Water Commission; and WHEREAS, A native of Chihuahua, Mexico, Mr. Duran immigrated as a young man to the United States, where he earned a bachelor's degree and a master's degree in chemical engineering from New Mexico State University, and his strong bonds with both sides of the border afford him unique insight into the many challenges and opportunities facing the area; and WHEREAS, Mr. Duran brings to his role as commissioner an impressive range and depth of experience, having worked for the Lower Valley Water District of El Paso County and the U.S. Environmental Protection Agency and as a private environmental consultant; his familiarity with environmental management issues at the international, federal, state, and local levels has benefited all those who have engaged his services; and WHEREAS, His contributions to the larger community are equally extensive, and he has served as the U.S. Co-Chair for Health, Environment, and Urban Development between the United States and Mexico, as health and environmental advisor to 23 governors of the West, and advisor and facilitator for the Interagency Task Force for Economic Development for the Southwest Border; in addition, he was appointed by President George W. Bush in 2003 to the Joint Public Advisory Committee of the Commission for Environmental Cooperation of North America, which he currently chairs, and to the Selection Committee of the North American Fund of the commission; and WHEREAS, Arturo Duran's many achievements have secured his stature as an exemplary public servant, and he may indeed reflect with pride on his outstanding efforts in behalf of this state and nation; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby honor Arturo Q. Duran for his dedicated public service and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Duran as an expression of high regard by the Texas House of Representatives.
