R E S O L U T I O N
WHEREAS, After nearly 40 years of exemplary service, native Texan Juan Ramos retired from the National Institute of Mental Health in 2004, and it is indeed fitting to honor this remarkable man for his many outstanding achievements; and WHEREAS, This native of Del Rio earned his bachelor's degree at Sul Ross State University in Alpine before going on to earn a master's degree in social work at the University of Southern California and a Ph.D. from the Florence Heller School for Advanced Studies in Social Welfare at Brandeis University; and WHEREAS, Since 1968, Dr. Ramos has been employed by the National Institute of Mental Health in positions of increasing responsibility; the longtime director of the Division of Prevention and Special Mental Health Programs, he retired as senior advisor to the director of the agency, having actively worked to support the agency's important mission to reduce the burden of mental illness and behavioral disorders through research on mind, brain, and behavior over the course of his tenure; and WHEREAS, Dr. Ramos has shared his expertise in the mental health field with students as an adjunct professor at the University of Maryland, Virginia Commonwealth University, Washington University, and the University of California at Los Angeles; he has also been instrumental in the founding of the Mexican American Community Services Agency in San Jose and the Coalition of Spanish Speaking Mental Health Organizations and the National Minority AIDS Council, both in Washington, D.C.; and WHEREAS, A valued member of numerous professional organizations, including the National Association of Social Workers, the World Federation for Mental Health, and the American Society for Hispanic Psychiatry, he has published research pertaining to mental health and the Hispanic community and served on the editorial boards of Social Work in Mental Health Care, Social Work in Health Care, and the Hispanic Journal of Behavioral Science; and WHEREAS, This esteemed gentleman has received a host of honors, including a Public Service Award from the Society for Prevention Research for the Advancement of Prevention Science Worldwide, recognition by the Latina Social Work Caucus of the USC School of Social Work for 40 years of outstanding service to the students of that department, and the National Institutes of Health Director's Award for extraordinary leadership in developing health objectives for the nation; and WHEREAS, For four decades, Juan Ramos has worked to ensure a healthier future for his fellow Americans, and as he enjoys his well-deserved retirement, he may indeed look back with pride on his exemplary professional achievements; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby congratulate Juan Ramos on his exceptional tenure with the National Institute of Mental Health and extend to him sincere best wishes for a happy and rewarding retirement; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Ramos as an expression of high regard by the Texas House of Representatives.
