R E S O L U T I O N
WHEREAS, Memories of a life filled with joyful times and
meaningful accomplishments may comfort the family and friends of
Joe Grady Moore, Jr., of Austin and Richardson, who passed away on
March 11, 2005, at the age of 80; and
WHEREAS, This distinguished Texan was born on August 6, 1924,
in Bagwell and graduated from Clarksville High School with
valedictorian honors; a frontline medic in the U.S. Army during
World War II, he was wounded by a German sniper in 1944 and received
a Purple Heart for his meritorious service; and
WHEREAS, Following his return to civilian life, Mr. Moore
earned bachelor's and master's degrees in government from The
University of Texas at Austin; in 1950 he accepted a position as a
research assistant with the Texas Legislative Council, marking the
beginning of an outstanding career in service to the State of Texas
that would span 35 years; and
WHEREAS, Mr. Moore went on to serve as executive director of
the Texas Industrial Accident Board and finance examiner for the
Texas Commission for Higher Education before working as chief
budget examiner for Governor John Connally and as an assistant to
Governor Price Daniel; he subsequently officiated as director of
the Office of Research at the UT Lyndon B. Johnson School of Public
Affairs, and he taught at both UT Dallas and Texas State University,
where he held the rank of distinguished professor; and
WHEREAS, Deeply committed to preserving clean water and
protecting the environment, Mr. Moore served in a number of
capacities that enabled him to work in behalf of those causes,
including program director for the National Commission on Water
Quality, commissioner of the Federal Water Pollution Control
Administration, executive director of the Texas Water Development
Board, and chair of the Texas Water Quality Board; moreover, he
helped to write the state's first water pollution control laws and
regulations and lent his expertise as a special master or monitor
for three judges presiding over cases dealing with environmental
issues; and
WHEREAS, In recognition of his admirable efforts in behalf of
the environment, Mr. Moore was awarded a host of accolades,
including the Charles Alvin Emerson Medal from the Water
Environment Federation and the 1989 Outstanding Public Service
Award from the Association of Metropolitan Sewerage Agencies, and
he was made an honorary lifetime member of the Water Environment
Federation; furthermore, he was a valued member of the National
Academy of Political Science, the Austin Society of Public
Administration, and the Water Environment Association of Texas; and
WHEREAS, Mr. Moore was also a faithful congregant of First
Baptist Church in Austin, where he served as a deacon and Sunday
school teacher, and a valued member of the Royal Lane Baptist Church
in Dallas when he resided in Richardson; and
WHEREAS, Although Joe Moore will be greatly missed, his
legacy will live on in his myriad contributions to the State of
Texas as a lifelong public servant and teacher as well as in the
hearts of those whose lives he so richly blessed with his love and
friendship; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby pay special tribute to the life of Joe Grady
Moore, Jr., and extend deepest sympathy to the members of his
family: to his wife of 56 years, Jerry; to his daughter,
Anntoinette "Toni" Moore and her husband, Phil Clymer; to his son,
Joe G. Moore III; to his sister, Mary Margaret Watley and her
husband, Vernon; to his brothers, Robert E. Moore and his wife, Rae
Jeanne, Judd Moore and his wife, Bettye, and George Moore; and to
his other relatives and friends; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Joe Grady
Moore, Jr.
