                                                                  H.R. No. 1373



R E S O L U T I O N
	WHEREAS, After nearly 40 years of exceptional service, Larry 
Niemann of Austin is retiring from his position as the first and 
only legal counsel for the Texas Apartment Association (TAA), the 
largest apartment association in the nation; and
	WHEREAS, In this important role, Mr. Niemann has worked 
closely with elected officials, TAA members, and tenant advocates 
to support legislation that addresses the rights, 
responsibilities, and duties of all parties involved in renting 
homes and apartments in Texas; and
	WHEREAS, He has also authored all TAA lease contracts and 
leasing forms in the past 35 years, including one of the most widely 
used legal contracts in the state; this document has served as a 
template for the National Apartment Association, a true testament 
to its author's expertise; and
	WHEREAS, This dedicated Texan has further benefited his 
organization by conducting legal seminars and writing articles to 
educate TAA members on relevant matters; and
	WHEREAS, For nearly four decades, Larry Niemann has provided 
thoughtful stewardship, practical advice, and visionary leadership 
to the rental housing industry in Texas and has successfully 
inspired members to adopt the highest ethical standards in this 
important business arena; now, therefore, be it
	RESOLVED, That the House of Representatives of the 79th Texas 
Legislature hereby commend Larry Niemann on his dedicated service 
in behalf of rental housing professionals as legal counsel for the 
Texas Apartment Association and extend to him sincere best wishes 
for an enjoyable retirement; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Mr. Niemann as an expression of high regard by the 
Texas House of Representatives.
