R E S O L U T I O N
WHEREAS, Like adults, children and adolescents can have
mental health disorders that prevent them from leading happy,
active lives, and the need for comprehensive, coordinated mental
health services places a critical responsibility on our
communities; and
WHEREAS, Studies show that one in five children in the United
States will need mental health care services during his or her
lifetime and that among adolescents the rate of clinical depression
may be as high as one in eight; in Texas alone, it has been estimated
that more than 100,000 young people who are in need of mental health
assistance have not yet received proper attention or treatment; and
WHEREAS, It is appropriate that a day be set apart to focus on
our children's mental health and well-being and to help raise
awareness of the mental health issues facing young Texans; and
WHEREAS, To that end, the Children's Partnership, which is a
broad-based coalition representing families, community
organizations, state and federal agencies, and mental health care
providers in Central Texas, has joined with other area groups and
individuals in the Child and Youth Mental Health Planning
Partnership to sponsor an event designed to help raise awareness of
the mental health needs of children, youth, and families in our
communities; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby recognize May 4, 2005, as Children's Mental
Health Summit Day in Central Texas, encourage all area residents to
learn more about the importance of protecting and nurturing the
mental health of our young people, and urge all caregivers of
children with mental health issues to seek early and appropriate
treatment.
