H.R. No. 1447
R E S O L U T I O N
WHEREAS, Those Texans who react quickly and correctly in
emergency situations are truly deserving of our admiration and
gratitude, and Cruz Hernandez and Javier Martinez of El Paso are two
such individuals; and
WHEREAS, On September 30, 2004, Mr. Hernandez, a school
resource officer at Bel Air High School, noticed a car angled
awkwardly by the school and soon determined that the driver inside
was unconscious and had no vital signs; and
WHEREAS, Placing the car in park, he removed the individual
from the vehicle, radioed for help, and performed cardiopulmonary
resuscitation on the driver; he was soon joined by Mr. Martinez, who
assisted him in performing CPR until emergency medical personnel
arrived at the scene; moreover, Mr. Martinez worked to ensure the
safety of students present on the scene as well as to minimize their
trauma; and
WHEREAS, These two gentlemen's quick-thinking response to a
crisis situation gave the driver a stronger chance of survival and
prevented further tragedy by keeping the vehicle from entering a
busy intersection; in acting as they did, Mr. Hernandez and
Mr. Martinez distinguished themselves as remarkable members of
their community and earned recognition from the El Paso Area
Chapter of the American Red Cross; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby honor Cruz Hernandez and Javier Martinez of El
Paso for their heroism and extend to them sincere best wishes for
the future; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Hernandez and Mr. Martinez as an expression of high
regard by the Texas House of Representatives.
