H.R. No. 1449


R E S O L U T I O N
WHEREAS, Memories of a life filled with joyful moments and meaningful accomplishments may comfort the family and friends of Joseph Joaquin Harvey III of Houston, who passed away on February 15, 2005; and WHEREAS, Born on May 9, 1941, in Baton Rouge, Louisiana, Jay Harvey graduated from Robert E. Lee High School in San Antonio in 1959 and earned his undergraduate degree in mechanical engineering in 1964 from Louisiana State University, where he was an active leader in several organizations on campus and served as cadet colonel of the ROTC; two years later, on receiving his MBA from LSU, he became a buyer with Texas Instruments and later joined Shell Oil as a financial analyst; in the early 1970s, he entered the U.S. Army as a second lieutenant and served as an analyst at the Pentagon in Washington, D.C., attaining the rank of captain; and WHEREAS, Mr. Harvey later gained practical experience buying and selling commercial real estate and managing various sites for Columbia Properties, and he ultimately decided to open his own business, Harvey Interests; known for his perseverance and entrepreneurial spirit, he developed many successful projects, including the West Oaks Development in Pearland, West Houston Surgicare Association, and Magnolia Personal Care in Columbus, and he transformed many residential and commercial properties into profit-making ventures; and WHEREAS, A man of character and integrity, Mr. Harvey was always a loyal friend and a wonderful, caring man who was devoted to his family, and he will be deeply missed by all those who were privileged to know and love him; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby pay tribute to the life of Jay Harvey and extend sincere sympathy to the members of his family: to his brothers, Jan Harvey and Dan Harvey and his wife, Susan; to his nephew, Brian; and to his other relatives and many friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Jay Harvey.
