R E S O L U T I O N
WHEREAS, The Texas House of Representatives is honored to recognize Lieutenant General Wayne D. Marty on the occasion of his retirement from the position of adjutant general for the State of Texas; and WHEREAS, Over the past three years, General Marty has been responsible for leading more than 18,000 members of the Texas military forces, which consist of the Texas Army National Guard, the Texas Air National Guard, the State Guard, and the Adjutant General's Department; and WHEREAS, Units under the adjutant general's command include the 49th Armored Division, the 71st Troop Command, the 147th and 149th Fighter Wings, and the 136th Airlift Wing; and WHEREAS, General Marty has led the guard during its largest combat deployment since World War II; more than 9,000 members of the guard have been called to service in Iraq and Afghanistan; and WHEREAS, While commanding the Texas Army National Guard, General Marty has moved that organization away from its Cold War structure, transforming it into a forward-looking, lighter, and more lethal force and making it the guard force of choice for the U.S. Army; he has also begun developing modern missions for the Texas Air National Guard, including information operations and the use of unmanned aircraft; and WHEREAS, Recognizing the importance of providing effective support to the families of those who have been deployed, General Marty has worked with his wife to develop the National Guard Family Readiness Program in Texas into a model for the entire nation; and WHEREAS, General Marty began his military career in 1965; posted to Vietnam as an active-duty second lieutenant, he served as an armed helicopter platoon commander with the 192nd Assault Helicopter Company; he went on to serve with the 2nd Armored Division Artillery, and he was a troop commander with the 6th Squadron, 1st Cavalry; and WHEREAS, General Marty joined the Texas National Guard in 1970; his assignments have included command of the 1st Squadron, 124th Cavalry, and command of the 49th Armored Division's Aviation Brigade; and WHEREAS, In 1993, he was appointed to serve as the assistant adjutant general, Texas Army National Guard; he assumed the 71st Troop Command in 2000, and in 2002, he was appointed by the governor as the adjutant general; and WHEREAS, Decorations and badges earned by General Marty include the Legion of Merit, the Meritorious Service Medal with two Oak Leaf Clusters, the Army Commendation Medal, the Vietnam Service Medal with three Bronze Service Stars, and the Master Army Aviator Badge; his affiliations include the National Guard Associations of the United States and Texas, the American Legion, and the Military Order of the World Wars; and WHEREAS, General Marty and his wife, Janie S. Marty, take great pride in their daughters, Robin Todd and Brandy Marty, and grandchildren, Hunter Wayne Marty and Emily Nicole and Sarah Elizabeth Todd; and WHEREAS, The epitome of General Douglas MacArthur's famous motto "Duty, Honor, Country," General Marty has displayed deep loyalty, dedication, and commitment to this nation for 40 years, and he has served with distinction as leader of the Texas military forces; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby commend Lieutenant General Wayne D. Marty on his many years of outstanding service to the State of Texas and to this country and extend to him sincere best wishes for a fulfilling retirement; and, be it further RESOLVED, That an official copy of this resolution be prepared for General Marty as an expression of high regard by the Texas House of Representatives.
