R E S O L U T I O N
WHEREAS, Consuelo D. Rocha has a long history of commendable
service to the children of San Antonio, and her achievements are all
the more remarkable given the difficult challenges that came her
way in the early years of her life; and
WHEREAS, The second of six children born to her family, she
was pulled out of school following her parents' divorce at the age
of 13 to care for her two youngest brothers while her mother worked
full-time to support the family; when the United States entered
World War II, Mrs. Rocha became one of the women symbolized by Rosie
the Riveter, supporting this nation in a civilian job at Kelly
Field, and when the call arose for volunteers to take on such jobs
in Hawaii, she responded, with the full support and encouragement
of her mother; and
WHEREAS, Later married with a family of her own, Connie Rocha
watched her children progress through the private school system,
and recognizing that her eldest daughter, in high school, had more
formal education than she did, Mrs. Rocha returned to school;
attaining her GED within several months, she went back to work
full-time, determined to help make the dream of a college education
a reality for her family; and
WHEREAS, Mrs. Rocha began her career in education as a
teacher's aide with the Head Start program, ultimately working her
way up to the position of director and curriculum specialist;
together with her husband, Rudy, she later established her own
facility, Cariño Child Care Center, where she won widespread
respect and admiration for her love of children and dedication to
helping them learn; building the business into a thriving success,
she wore many hats, serving as director, teacher, labor contractor,
bookkeeper, bus driver, cleaning crew, and cook, while sharing her
early childhood education expertise with others in training
seminars around the state and taking on other important roles to
benefit the community; and
WHEREAS, In 1990, at the age of 65, this esteemed woman won
election to the San Antonio Independent School District Board of
Trustees as representative for District 4; during her distinguished
tenure on the board, she has served as both secretary and president,
helped the district improve the performance of its schools, and
promoted the passing of a bond election to repair deteriorating
facilities; and
WHEREAS, A staunch advocate for improving education in Texas,
she has been active with a host of related organizations, including
the Texas Association of School Boards board of directors, the
National Association for the Education of Young Children board of
directors, and the Texas Licensed Child Care Association, to name
but a few; and
WHEREAS, Connie Rocha exemplifies the determination, vision,
and compassion essential for the continued improvement of our
public school system, and because of her accomplishments as an
early childhood expert and member of the San Antonio ISD School
Board, countless students are on the path to a brighter future; the
year 2005 marks the 80th birthday of this noteworthy civic leader,
making this an exceptionally opportune time to pay tribute to her
myriad contributions; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby commend Consuelo D. Rocha for her many years of
dedicated service to the citizens of San Antonio and extend to her
sincere best wishes for continued success and happiness; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Mrs. Rocha as an expression of high regard by the Texas
House of Representatives.
