R E S O L U T I O N
WHEREAS, For three decades, Alvin Shaw of Austin has worked to safeguard the lives and property of his fellow Texans through his commitment to public service; and WHEREAS, This esteemed professional entered the Austin Police Department as a cadet in 1975 and subsequently served in various assignments, including patrol, jail and field operations, training, juvenile services, and narcotics; he steadily rose through the ranks, and when he was promoted to lieutenant he became the first African American to command the Robbery/Homicide division as well as the Greater Austin Area Organized Crime Control Unit; and WHEREAS, In 1992, Mr. Shaw was selected by the Travis County sheriff to serve as chief deputy and broke yet another racial barrier as the first African American to serve in that capacity; in this pivotal role, he supervised the department's 1,200 corrections and law enforcement personnel and was instrumental in establishing joint operations between the sheriff's office and the Austin Police Department and expanding services to crime victims; and WHEREAS, Five years later, Mr. Shaw was appointed by Governor George W. Bush to the Texas Board of Pardons and Paroles, the government agency that determines which eligible inmates may be released on parole, the conditions of parole, and the rules relating to the decision-making processes used by the board and parole panels; during his tenure, Mr. Shaw was selected to serve as one of that entity's policy-makers, and in 2004, he was appointed as a commissioner of the board, which he continues to serve with invaluable leadership and insight; and WHEREAS, Alvin Shaw has dedicated his career to the betterment of the criminal justice and law enforcement systems in Texas, and his efforts have greatly benefited the citizens of this state and earned him the lasting respect and admiration of his peers; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby commend Alvin Shaw for his 30 years of service to the residents of the Lone Star State and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Shaw as an expression of high regard by the Texas House of Representatives.
