H.R. No. 2129



R E S O L U T I O N
	WHEREAS, Cecilia McKay is retiring from her position as 
executive director of the Dallas Concilio on April 29, 2005, and 
this occasion certainly merits special recognition; and
	WHEREAS, For more than 10 years, Mrs. McKay has worked with 
the Dallas Concilio, a nonprofit organization that serves the needs 
of the Hispanic community, first as a volunteer and then as 
executive director; she has made significant contributions to the 
organization, including developing and improving its health and 
education programs and strengthening its financial security; and
	WHEREAS, A true community leader, this esteemed woman has 
distinguished herself as chair of the Psyched about Science and 
Math program and as president of the Dallas chapter of the Hispanic 
Women's Network of Texas and the Women's Center of Dallas; she also 
founded the Breast Health Alliance of North Texas, a consortium of 
more than 20 area hospitals and nonprofit agencies, and has created 
the Genesis Women's Shelter Hispanic Outreach Advisory Committee to 
provide much-needed support for abused Hispanic women; and
	WHEREAS, Prior to moving to Dallas, Mrs. McKay accrued 20 
years of experience in the financial sector, working for the 
Dictaphone Corporation in New York; upon her retirement, she and 
her husband are looking forward to traveling and spending time at 
their new summer home in Saint Anne, Illinois, near their 
grandchildren and a golf course; she leaves a legacy of achievement 
and community service and a host of friends and colleagues who wish 
her continued success and happiness; now, therefore, be it
	RESOLVED, That the House of Representatives of the 79th Texas 
Legislature hereby commend Cecilia McKay on her accomplishments as 
executive director of the Dallas Concilio and extend to her sincere 
best wishes for a fulfilling retirement; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Mrs. McKay as an expression of high regard by the Texas 
House of Representatives.
