R E S O L U T I O N
WHEREAS, The Lampasas community suffered a major loss with the untimely passing of Fred E. Lowe on March 22, 2005, at the age of 52; and WHEREAS, A third-generation newspaper executive, he was born on April 26, 1952, in Temple, to Ward and Joyce Lowe, part owners and publishers of the Lampasas Dispatch and the Lampasas Record, which in 1984 merged to become the Lampasas Dispatch Record; and WHEREAS, As an eight-year-old, Fred Lowe began working in the mailroom of the family business, where by age 10 he had accumulated skills in photography and working with hot type, and he later served as a coeditor of his high school newspaper; and WHEREAS, He graduated with honors from The University of Texas at Arlington with a bachelor of business administration degree, worked for the Arlington Citizens-Journal as a photographer while an undergraduate, and spent high school and college summers as a camp counselor and photographer; and WHEREAS, Mr. Lowe's distinguished career as a newsman included tenures as advertising manager and general manager for his family's publications and publisher of the Copperas Cove Leader-Press; he served as president of Hill Country Publishing Company, Inc., which owned the Lampasas Dispatch Record, as president of the Texas Press Association, and as Texas state chairman of the National Newspaper Association; and WHEREAS, Devoted to his family, this proud father always had time to watch his daughters at their track meets and basketball games, and he enjoyed photography, tennis, and gardening, as well; and WHEREAS, His volunteerism benefited the Lampasas ISD Blue Ribbon Task Force Committee, New Covenant Church, the Lampasas Spring Ho Festival Committee, the Courtyard Square Association, and the Lampasas County Development Foundation, among other organizations; and WHEREAS, Fred Lowe was a blessing in the lives of countless people, and he will forever be remembered for his commitment to his family and his community; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby pay tribute to the life of Fred E. Lowe and extend sincere sympathy to the members of his family: to his wife, Anne Lowe; to his daughters and their husbands, Clair and Alfred Mayo and Abby and Spencer Smith; to his brother, Jim Lowe, and his wife, Gail; to his parents-in-law, Ab and Esther Cooper; and to all who mourn the passing of this beloved man; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Fred E.
