R E S O L U T I O N
WHEREAS, The Honorable Charles Ruppert is stepping down from his post as mayor of Cibolo in May 2005, and it is indeed fitting at this time to recognize his many outstanding achievements while in office; and WHEREAS, A 1980 graduate of the U.S. Military Academy at West Point and a recipient of numerous military awards and commendations for his service in the army, Charles Ruppert moved to Cibolo in 1996; the following year, he was appointed to the city's planning and zoning commission, which he eventually served as chair, and in 2001, he was elected mayor; and WHEREAS, During his two terms in office, the city has grown from a population of less than 4,000 to nearly 8,000, residential subdivisions have increased in number from 3 to 23, and the number of downtown businesses has more than doubled; through Mayor Ruppert's effective use of zero-based budgeting, Cibolo's annual budget tripled and the city workforce expanded to address the town's rapid growth, but the municipal property tax rate was reduced; and WHEREAS, Mayor Ruppert has also been part of the town's change from a general-law form of government to a home-rule charter, which gives the city council and residents more power and flexibility in passing ordinances and rules for specific situations; and WHEREAS, In addition to substantial improvements in the city's infrastructure, including enhanced water supply and drainage systems as well as extensive street resurfacing, a second city park was established during Mayor Ruppert's tenure, and plans for a number of additional area parks are under way; and WHEREAS, A vital participant in the positive development of this thriving Guadalupe County municipality, Charles Ruppert has earned the respect and admiration of his fellow citizens for his highly accomplished tenure in office, and he has proven himself to be a dedicated civic leader and a dear friend of the residents of Cibolo; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby commend the Honorable Charles Ruppert for his service to the citizens of Cibolo and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mayor Ruppert as an expression of high regard by the Texas House of Representatives.
