R E S O L U T I O N
WHEREAS, The high price of electricity is negatively impacting manufacturers, farmers, small businesses, local governments, and retailers, and thousands of jobs are threatened because of these high costs; and WHEREAS, A greater supply of energy from a variety of sources would help stabilize the price of electricity, and the State of Texas supports a sound, rational domestic energy policy; and WHEREAS, The tight market conditions for uranium have increased the price of uranium, and the current high price of uranium increases by approximately 10 percent of the cost of electricity used in the State of Texas; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby urge the Texas Commission on Environmental Quality to adopt rules providing a balanced approach to the permitting of in-situ uranium mining, offering interested persons an opportunity to participate in a contested case hearing regarding the base permit for a mining operation, but not providing for any additional contested case hearings on mining activities that are conducted within a permitted mining area unless the permit holder seeks to amend its permit to require a less environmentally protective standard; and, be it further RESOLVED, That the chief clerk of the Texas House of Representatives forward an official copy of this resolution to the chair of the Texas Commission on Environmental Quality as an expression of the intent of the Texas House of Representatives.
