R E S O L U T I O N
WHEREAS, The parole division of the Texas Department of Criminal Justice is responsible for prerelease planning for parolees and mandatory supervision releasees and for supervising them once they are released to the community; the mission of the division is to promote public safety and positive offender change through effective supervision, programs, and services; and WHEREAS, Parole officers perform vital duties that contribute to the safety and well-being of Texas citizens, but poor pay is contributing to low morale among these dedicated officers, leading many to leave state service; and WHEREAS, Testimony at legislative hearings indicates that many parole officers have heavy caseloads and some are having to work two jobs in order to make ends meet because there has been insufficient money for raises and promotions; and WHEREAS, A salary career ladder based on an officer's classification and years of service with the department would be a positive step in addressing these problems and would better enable the department to attract and retain highly qualified officers; now, therefore, be it RESOLVED, That the House of Representatives of the 79th Texas Legislature hereby express its intent that the executive director of the Texas Department of Criminal Justice adopt a salary career ladder for parole officers according to the following salary schedule: TITLE YEARS IN SERVICE SALARY Parole Officer II - $30,696.00 Parole Officer II 1 $30,889.20 Parole Officer II 2 $31,082.40 Parole Officer II 3 $31,275.60 Parole Officer II 4 $31,468.80 Parole Officer II 5 $31,662.00 Parole Officer II 6 $31,855.20 Parole Officer II 7 $32,048.40 Parole Officer II 8 $32,241.60 Parole Officer II 9 $32,434.80 Parole Officer II 10 $32,628.00 Parole Officer III - $32,628.00 Parole Officer III 1 $33,051.60 Parole Officer III 2 $33,475.20 Parole Officer III 3 $33,898.80 Parole Officer III 4 $34,322.40 Parole Officer III 5 $34,746.00 Parole Officer III 6 $35,169.60 Parole Officer III 7 $35,593.20 Parole Officer III 8 $36,016.80 Parole Officer III 9 $36,440.40 Parole Officer III 10 $36,864.00 Parole Officer IV - $36,864.00 Parole Officer IV 1 $37,347.60 Parole Officer IV 2 $37,831.20 Parole Officer IV 3 $38,314.80 Parole Officer IV 4 $38,798.40 Parole Officer IV 5 $39,282.00 Parole Officer IV 6 $39,765.60 Parole Officer IV 7 $40,249.20 Parole Officer IV 8 $40,732.80 Parole Officer IV 9 $41,216.40 Parole Officer IV 10 $41,700.00 and, be it further RESOLVED, That the department use any available funds, including legislative appropriations made to the department, federal funds, or gifts or grants, to put the salary career ladder for parole officers into effect and that all such funds collected by the department be dedicated to the establishment and support of the salary career ladder.
