R E S O L U T I O N
WHEREAS, Wilford Hall Medical Center at Lackland Air Force
Base has served generations of San Antonio military personnel and
civilian residents since it first opened in 1954 as the United
States Air Force medical training center; and
WHEREAS, The United States Department of Defense has
identified the Wilford Hall Medical Center for closure under the
Base Realignment and Closure Act; and
WHEREAS, The trauma center at Wilford Hall handles more than
10,000 acute trauma care cases annually, and its closure will
reduce trauma care services in its 22-county service region by a
third; in addition, any relocation of trauma care services will
cause a significant increase in transport time to alternative
life-saving care; and
WHEREAS, Thousands of military retirees in a large portion of
the communities surrounding Wilford Hall receive inpatient care at
the center, and more than 3,000 military and civilian medical staff
members hold positions that would be eliminated; and
WHEREAS, During times of peace as well as times of war, "Big
Willie" has provided high-quality medical care to untold millions
of citizens, and the citizens of San Antonio and countless military
personnel have come to depend on the medical services afforded by
this world-class teaching and trauma center; and
WHEREAS, The recommendation to close Wilford Hall Medical
Center can be reversed by the United States Senate and the president
of the United States; and
WHEREAS, A reversal of the recommendation by the Base
Realignment and Closure panel would be in keeping with the national
intent to honor and care for our military forces, both active and
retired, and their families by continuing the full missions of
Wilford Hall Medical Center; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby state its unwavering determination that Wilford
Hall Medical Center at Lackland Air Force Base in San Antonio be
removed from the U.S. Department of Defense recommended base
closure list; and, be it further
RESOLVED, That the president of the United States and the
United States Senate, as well as the U.S. Department of Defense, be
respectfully urged to reverse the recommendation to close Wilford
Hall Medical Center and that its full services of medical and trauma
care be maintained; and, be it further
RESOLVED, That the chief clerk of the Texas House of
Representatives forward official copies of this resolution to the
president of the United States, to the president of the senate of
the United States Congress, and to the members of the Texas
delegation to the senate with the request that this resolution be
officially entered in the Congressional Record as a memorial to the
Senate of the United States of America.
