R E S O L U T I O N
WHEREAS, Ron Hickman, the constable of Precinct 4 in Harris
County, achieved a long-held goal when he graduated from the
University of Alabama on May 7, 2005; and
WHEREAS, Growing up in a small rural town, Mr. Hickman did
what many young men in his circumstances did after high school
graduation and got a job; starting as a cadet with the Houston
Police Department in 1971, he was assigned to the Accident
Investigation Division and Radio Patrol Bureau for four years each;
after obtaining the training to become a search and recovery diver
on the department's Dive Team, he served as a dive master and
coordinator for nearly 10 years and was also a member of the HPD
Bomb Squad; he later worked in the department's Planning and
Research Division, where he had his first experience with building
computer programs; and
WHEREAS, In 1983, Mr. Hickman began his tenure with the
Precinct 4 Constable's Office as a patrol deputy, working on the
street for 18 months before being promoted to sergeant over the
communications office; a member of the development team for the
county's first attempt at a consolidated computer-assisted
dispatching system, he provided crucial input for building a system
that would support a strong cooperative environment among the
county's law enforcement agencies; the system he helped to create
has been in place for 15 years; and
WHEREAS, With his graduation from the Bill Blackwood Law
Enforcement Management Institute at Sam Houston State University in
1995, Constable Hickman was invited to return as an instructor of
information technology, and for the next five years, he shared his
technical expertise with officers from across the state; and
WHEREAS, He was elected to his current post as constable of
Precinct 4 in November 2000 and began his second term in office in
January 2005; emphasizing the use of technology and progressive
policing practices, Constable Hickman has built a strong
relationship with community leaders and has been an avid supporter
of enhancing professionalism through training and advancing
educational opportunities for police officers; and
WHEREAS, Pursuing his own education, he enrolled at Houston
Community College, where he studied for two years before
transferring to the University of Alabama's external degree program
in human services; and
WHEREAS, In addition to fulfilling the duties of his office,
Constable Hickman has provided leadership to numerous civic
organizations, including the Tomball Hospital board, the Greater
Houston Regional Computer Forensic Lab executive board, the Polaris
District Boy Scouts, and the County Information Resource Agency, to
name but a few; he also finds time for regular meetings with his
"lunch bunch," which consists of Commissioner Jerry Eversole,
Justice of the Peace J. Kent Adams, and State Representative Peggy
Hamric, who are especially proud of this most recent
accomplishment; throughout all his endeavors, Constable Hickman
has benefited from the love and support of his wife, Karla, and
their three children; and
WHEREAS, Although this esteemed professional had clearly
already attained a successful and rewarding career, he maintained a
tenacious desire for a college diploma, and his drive and
determination in achieving that goal is truly an inspiration to
Texans of all ages; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature hereby congratulate Harris County Precinct 4 Constable
Ron Hickman on his May 2005 graduation with honors from the
University of Alabama and extend to him sincere best wishes for
continued achievement; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Constable Hickman as an expression of high regard by
the Texas House of Representatives.
