A BILL TO BE ENTITLED

AN ACT

relating to the authority of the Cow Creek Groundwater Conservation 
District to require permits for certain wells.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 3.0111, Chapter 966, Acts of the 77th 
Legislature, Regular Session, 2001, is amended by adding Subsection 
(b-1) to read as follows:
	(b-1)  Section 36.117(b)(1), Water Code, does not apply to 
the district.
	SECTION 2.  Section 11, Chapter 1349, Acts of the 77th 
Legislature, Regular Session, 2001, is amended by adding Subsection 
(b-1) to read as follows:
	(b-1)  Section 36.117(b)(1), Water Code, does not apply to 
the district.
	SECTION 3.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2005.
