A BILL TO BE ENTITLED
AN ACT
relating to the duties of the P-16 Council regarding dual and
concurrent enrollment courses.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 61.076, Education Code, is amended by
adding Subsection (c) to read as follows:
(c) In coordinating plans and programs under Subsection
(b), the P-16 Council shall:
(1) review existing practices regarding dual and
concurrent enrollment courses in school districts, including a
review of courses currently approved by school districts and
offered by institutions of higher education for dual or concurrent
enrollment credit;
(2) develop model articulation agreements for school
districts and institutions of higher education for dual and
concurrent enrollment courses;
(3) examine agency rules that affect dual and
concurrent enrollment courses and make recommendations to the
agencies and to other appropriate entities regarding the removal of
barriers that limit student access to those courses; and
(4) annually distribute to each school district and
publish on an appropriate public website a list of recommended dual
or concurrent enrollment courses.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2005.
