A BILL TO BE ENTITLED

AN ACT

relating to increasing the penalty for unauthorized use of a 
vehicle.       
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subsection (b), Section 31.07, Penal Code, is 
amended to read as follows:
	SECTION 2.  Sec. 31.07.  UNAUTHORIZED USE OF A VEHICLE.                        
	(a)  a person commits an offense if he intentionally or 
knowingly operates another's boat, airplane, or motor-propelled 
vehicle without the effective consent of the owner.
	(b)  An offense under this section is a state jail felony 
second degree felony.
