A BILL TO BE ENTITLED
AN ACT
relating to the validation and confirmation of the boundaries and
acts of Dallas County Water Control and Improvement District No. 6.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. VALIDATION. (a) The following are validated
and confirmed in all respects:
(1) the boundaries of Dallas County Water Control and
Improvement District No. 6, as provided by Section 5 of this Act;
and
(2) any act or proceeding of the district, including
elections and annexations, not excepted by Subsection (b) of this
section and taken not more than five years before the effective date
of this Act, effective as of the date on which the act or proceeding
occurred.
(b) This section does not apply to an act or proceeding that
is the subject of litigation pending on the effective date of this
Act or to an act that, under a statute of this state or the United
States, was a misdemeanor or a felony at the time the act occurred.
SECTION 2. DEFINITION. In this Act, "district" means
Dallas County Water Control and Improvement District No. 6.
SECTION 3. BOUNDARIES. (a) The district is composed of
the territory described by Section 5 of this Act.
(b) The boundaries and field notes contained in Section 5 of
this Act form a closure. A mistake made in the field notes or in
copying the field notes in the legislative process does not affect:
(1) the organization, existence, or validity of the
district;
(2) the right of the district to impose taxes; or
(3) the legality or operation of the district board.
SECTION 4. FINDING OF BENEFIT. All of the land and other
property included within the boundaries of the district will be
benefited by the works and projects that are to be accomplished by
the district under the powers conferred by Section 59, Article XVI,
Texas Constitution. The district serves a public use and benefit.
SECTION 5. The District includes the area as follows:
BEGINNING at a point in the East line of the W.T. SNOW Survey
Abstract No. 1348, Dallas County Texas, said point being 1,000 feet
South of the centerline of the Old Seagoville Road (a 60 foot right
of way), said point also being 1,000 feet South of the Northeast
corner of the W. T. SNOW Survey Abstract No. 1348:
THENCE S 00°49'17" W, along the East line of said survey, 983.21 feet
to a point for corner, said point being at the intersection of the
South Right of Way of Rylie Crest Road (formerly Wildhorse Road) and
the centerline of Shepherd Lane;
THENCE N 89°10'43" W, 30.00 feet to a point for corner, said point
being in the West Right of Way of Shepherd Lane and the East line of
the Pleasant Forest Addition;
THENCE S 00°49'17" W, along the West Right of Way line of said
Shepherd Lane, 1042.84 feet to a 1 inch iron rod found for corner;
THENCE N 89°57'00" W, leaving the West Right of Way of Shepherd Lane,
995.93 feet to a point for corner, said point being in the called
corporate city limits of the City of Dallas and the City of Balch
Springs;
THENCE S 00°51'20" E, 500.04 feet to a point for corner, said point
being in the called corporate city limits of the City of Dallas and
the City of Balch Springs;
THENCE N 89°57'00" W, 111.00 feet to a point for corner, said point
being in the called corporate city limits of the City of Dallas and

Road to a point for corner;
THENCE WEST, 25.00 feet to a point for corner, said point being in
the West Right of Way line of Arrowdale Road;
THENCE S 00°22'00" W, along the West Right of Way line of Arrowdale
Road to the North Right of Way of Ravenview Road (formerly Alexander
Road);

intersection of the North Right of Way of U.S. Highway 175 (a 120
foot Right of Way);

THENCE S 01°55'00" W, crossing said Interstate Highway 20, along a
line 1,300 feet East and parallel to the centerline of Pioneer Road,
753.09 feet to a point for a corner, said point being 1,000 feet
South of the centerline of Seagoville Road;
THENCE N 89°32'50" W, 5,629.02 feet along a line 1,000 feet South of
and parallel to Seagoville Road to the POINT OF BEGINNING.
Said tract containing 6260 acres of land more or less.
SECTION 6. FINDINGS RELATED TO PROCEDURAL REQUIREMENTS.
The legislature finds that:
(1) the proper and legal notice of the intention to
introduce this Act, setting forth the general substance of this
Act, has been published as provided by law, and the notice and a
copy of this Act have been furnished to all persons to which they
are required to be furnished by the constitution and laws of this
state; and
(2) All requirements of the constitution and laws of
this state and rules and procedures of the legislature with respect
to the notice, introduction, and passage of this Act are fulfilled
and accomplished.
SECTION 7. EFFECTIVE DATE. This Act takes effect
immediately if it receives a vote of two-thirds of all the members
elected to each house, as provided by Section 39, Article III, Texas
Constitution. If this Act does not receive the vote necessary for
immediate effect, this Act takes effect September 1, 2005.
