A JOINT RESOLUTION

proposing a constitutional amendment requiring revenue collected 
from the use of a tolled transportation project in this state to be 
used only for transportation projects in the Texas Department of 
Transportation district in which the revenue was collected.

BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
	SECTION 1.  Article VIII, Texas Constitution, is amended by 
adding Section 7-c to read as follows:
	Sec. 7-c.  Revenue collected from the use of a tolled 
transportation project in this state may be used only for the 
acquisition, construction, operation, maintenance, or improvement 
of a transportation project that is located or proposed to be 
located entirely in the Texas Department of Transportation district 
in which the revenue is collected.
	SECTION 2.  This proposed constitutional amendment shall be 
submitted to the voters at an election to be held November 8, 2005.  
The ballot shall be printed to permit voting for or against the 
proposition:  "The constitutional amendment requiring revenue 
collected from the use of a tolled transportation project in this 
state to be used only for transportation projects in the Texas 
Department of Transportation district in which the revenue was 
collected."
