SENATE RESOLUTION NO. 70
In Memory
of
Frank Durand Stimley
WHEREAS, The Senate of the State of Texas honors and commemorates the life of Frank Durand Stimley, who died April 24, 2004, at the age of 56; and WHEREAS, Frank Stimley was born February 17, 1948, in Chicago, but he grew up in Mississippi; the 1965 valedictorian at Lanier High School in Jackson, Mississippi, he earned a bachelor's degree with honors from Columbia University in 1969; one of the first African Americans to enroll in Harvard University's joint degree program, he was awarded both a law degree and a master's degree in business administration, with honors, in 1973; and WHEREAS, Frank distinguished himself as an attorney in Mississippi, where he became a partner with Wise Carter Child Stein and Caraway; in 1982, he established a general civil practice firm, handling personal injury, real estate, public finance, and corporate law; and WHEREAS, An exemplary citizen, Frank helped secure financing for medical clinics, Head Start programs, and other worthy causes; he also provided legal assistance to deserving organizations, such as Friends of Children and United Way; and WHEREAS, Frank was a devout Christian who practiced his faith in his daily life; he was a member of Morningstar Baptist Church, where he served as deacon for 18 years; and WHEREAS, He shared a long and loving marriage of 31 years with Cynthia Bagwell Stimley, and the couple was blessed with two children; and WHEREAS, Frank Stimley was a devoted husband, father, and grandfather, and he leaves behind memories that will be treasured forever by his family and many friends; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 79th Legislature, hereby extend sincere condolences to the bereaved family of Frank Durand Stimley: his wife, Cynthia Bagwell Stimley; his daughter, Kahrna Stimley Washington; his son, Vincent Durand Stimley; his mother, Bernice Allen Stimley; his sisters, Pernila Stimley Brown and Charlene Stimley Priester; his grandchildren, Ahmarey Stimley and Khristian Stimley; and other beloved friends and family members; and, be it further RESOLVED, That a copy of this Resolution be prepared for his family as an expression of deepest sympathy from the Texas Senate, and that when the Senate adjourns this day, it do so in memory of Frank Durand Stimley.
