SENATE RESOLUTION NO. 80

	WHEREAS, The Senate of the State of Texas is pleased
to recognize Dr. W. Sam Monroe, who has been named the 2004
Man of the Year by Quota International of Southeast Texas; and
	WHEREAS, Quota International of Southeast Texas is a 
service organization that has traditionally honored women for 
their generous contributions and service to their community; and
	WHEREAS, Sam Monroe is the first to be recognized as
"Man of the Year" by the organization; he is being honored at the 
organization's birthday banquet on February 10, 2005; and
	WHEREAS, President of Lamar State College--Port Arthur 
since 1999, Dr. Monroe is being honored for his exemplary 
accomplishments in the development and expansion of the college; 
under his able leadership, many beautiful buildings have been 
preserved or built to accommodate the school's growing student 
population; through his efforts, the college has become downtown 
Port Arthur's shining star; and
	WHEREAS, A highly respected community leader, Sam Monroe 
has served as a member of many civic and educational committees 
and organizations; for his distinguished service in the field of 
education, his volunteerism, and his efforts in historic 
preservation, he has received numerous accolades; his most 
revered legacy is the Museum of the Gulf Coast; and
	WHEREAS, An outstanding Southeast Texas citizen, 
Dr. Monroe deserves legislative recognition for his invaluable 
contributions to the City of Port Arthur and to his state; now, 
therefore, be it
	RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby congratulate Dr. W. Sam Monroe on his 
selection as the 2004 Man of the Year and extend best wishes to 
him for the future; and, be it further
	RESOLVED, That a copy of this Resolution be prepared for 
him as an expression of esteem from the Texas Senate.
