SENATE RESOLUTION NO. 398
WHEREAS, The Senate of the State of Texas is pleased to recognize Norbert J. Dickman, who was named the 2005 Person of Vision by the Permian Basin Branch of Prevent Blindness Texas for his humanitarian work and his visionary leadership in the Midland community; and WHEREAS, Norbert Dickman was born in Chicago and moved to California after graduating from Quigley Preparatory Seminary; he attended Saint Joseph's College in Mountain View, California, and earned a bachelor's degree from Saint Patrick's Seminary in Menlo Park; and WHEREAS, He lived in Rome, Italy, from 1964 to 1968 and earned a master's degree in theology from Gregorian University; he traveled extensively in Western Europe before returning to California; in 1973, he earned a degree from Hastings College of the Law in San Francisco and later a master of laws degree in taxation from Golden Gate University; and WHEREAS, Norbert practiced in many fields of law in San Francisco before dedicating his practice solely to Barbara Fasken, of Fasken, Limited, in Midland; he moved to Midland in 1988 and now serves as general manager of the various Fasken business interests; and WHEREAS, Since moving to Midland, Norbert has held numerous leadership roles in the community; he served as president of the board of trustees for both Casa de Amigos and the Trinity School of Midland; he is a director of the Fasken family charitable organization, The Prairie Foundation, and he has served on the board of the Permian Basin Area Foundation, the Samaritan Counseling Center, and the Boy Scouts of America; and WHEREAS, A highly respected civic leader and a distinguished gentleman, Norbert Dickman has demonstrated exceptional dedication and commitment to his fellow man, and he indeed deserves special recognition for his outstanding contributions to the Midland community and the State of Texas; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 79th Legislature, hereby commend Norbert J. Dickman for his many achievements and extend to him congratulations on being named the 2005 Person of Vision by the Permian Basin Branch of Prevent Blindness Texas; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of high regard from the Texas Senate.
