SENATE RESOLUTION NO. 423
WHEREAS, The Senate of the State of Texas is pleased to recognize Robert J. "Jim" Estes on the occasion of his retirement after 36 years of service to the State of Texas; and WHEREAS, Jim began his public service in the Texas Air National Guard during the Vietnam era; following his military service, he joined the Grand Prairie Police Department, where he served for nine years; and WHEREAS, In 1977, Jim Estes became chief of police in Slaton, where he also managed a hospital district ambulance service for southeastern Lubbock County; after seven years as chief of police, he was selected as city manager and served nine years in that position; and WHEREAS, Employed in 1993 by the Texas Commission on Environmental Quality, Jim is currently director of the Lubbock region; he oversees environmental compliance and enforcement within a 40,000 square mile area on the Texas High Plains; and WHEREAS, A recipient of a Criminal Justice degree from Wayland Baptist University, Jim Estes is certified as a Master Peace Officer; his presence in the Lubbock area law enforcement and environmental communities will be greatly missed; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 79th Legislature, hereby commend Robert J. Estes for his many contributions to the citizens of the State of Texas and extend to him best wishes for a fruitful retirement; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
