SENATE RESOLUTION NO. 498
In Memory
of
Dr. Elmer Carl Baum
WHEREAS, The Senate of the State of Texas joins the
citizens of Austin in mourning the death of Dr. Elmer Carl Baum,
who died December 6, 2004, at the age of 92; and
WHEREAS, A 1934 graduate of the University of Health
Sciences College of Osteopathic Medicine in Kansas City, Missouri,
Dr. Baum established his Austin practice in 1944 and maintained it
for 60 years; and
WHEREAS, Dr. Baum was a longtime member of the American
Osteopathic Association and a member of the White House
Conference on Health and he served as chairman of the Bureau of
Public Education on Health; and
WHEREAS, Combining his medical practice with service as an
active voice at the Texas Capitol, Dr. Baum's efforts and
influence aided greatly in the success of osteopathic medicine in
Texas; and
WHEREAS, He was dedicated to beneficially shaping the
future of osteopathic medicine and helped secure private
scholarships for osteopathic medical students in Texas; he was
instrumental in securing appropriations for the Texas College of
Osteopathic Medicine; and
WHEREAS, He served on the Texas State Board of Health for
over 18 years and was awarded the Founders' Medal from the
Texas College of Osteopathic Medicine; he served as chairman of
the Texas Democratic Party from 1968 until 1970; and
WHEREAS, Many Texans, including five Texas governors, have
received superior medical care due to the dedication and high
professional standards of this exemplary physician; his wisdom
and valued counsel will be greatly missed by all who knew him;
now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby extend sincere condolences to the bereaved
family of Dr. Elmer Carl Baum: his children, Dr. Alan Carl Baum
and Cynthia Baum Gerhardt; and his four grandchildren and two
great-grandchildren; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
the members of his family as an expression of deepest sympathy
from the Texas Senate, and that when the Senate adjourns this
day, it do so in memory of Dr. Elmer Carl Baum.
