SENATE RESOLUTION NO. 522
WHEREAS, The Senate of the State of Texas is pleased to
recognize Ann N. McGinley on the occasion of her retirement from
the Texas Commission of Environmental Quality after 28 years of
invaluable service to the state; and
WHEREAS, Ann McGinley is retiring from the position of
division director of the Enforcement Division of the Texas
Commission of Environmental Quality, and her enthusiasm and
expertise will be greatly missed; and
WHEREAS, Ann earned a bachelor's degree in chemistry from
Trinity University in 1976 and a master's degree in chemistry
from Texas A&M University in 1978; and
WHEREAS, She began her career at the agency in 1979,
working in Industrial Solid Waste Registration and Permitting
and in Industrial Hazardous and Solid Waste Enforcement; moving
to the division director's staff, she coordinated hazardous
waste permitting and enforcement activities for the agency's
federal grant; and
WHEREAS, She was promoted to the position of manager for
the Wastewater Permitting Program and then became the assistant
division director for Watershed Management Division; she served
as assistant division director of the Field Operations Division;
and
WHEREAS, Ann was quickly promoted to the position of
division director of the Field Operations Division, which
conducted surface water quality sampling, ambient air
monitoring, and inspections of industrial and hazardous waste
facilities, municipal solid waste facilities, individual septic
tanks, wastewater facilities, and drinking water facilities; and
WHEREAS, In 1995, she became the division director of the
Enforcement Division, which was created to consolidate the
enforcement programs of the agency under one division; and
WHEREAS, Her extensive knowledge of environmental issues
and her comprehensive understanding of the authority of the Texas
Commission on Environmental Quality are valuable resources that
will be sorely missed; her dedication and enthusiasm are an
inspiration to all her colleagues; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby recognize Ann N. McGinley for her many
years of service to the State of Texas and extend best wishes to
her on the occasion of her retirement; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her as an expression of esteem from the Texas Senate.
