SENATE RESOLUTION NO. 584
WHEREAS, The Senate of the State of Texas is pleased to
recognize Assistant Fire Chief Herbert C. Sims on the occasion of
his retirement from the Houston Fire Department after more than
30 years of dedicated service to the city; and
WHEREAS, Herbert C. Sims began working for the Houston Fire
Department on July 29, 1974; for 18 years, he worked at Fire
Stations 46 and 80 in Suppression, Dispatch, Recruiting, and as
an aide to the fire chief; and
WHEREAS, He was promoted to the rank of assistant fire chief
of the Communications Command Division in June, 1998, and in
November, 2001, he was the first African-American appointed to
Assistant Fire Chief in the Staff Services Division; and
WHEREAS, Herbert was the founding president of the Houston
chapter of the International Association of Black Professional
Firefighters and served as vice chairman of the Affirmative
Action Commission for the International Association of Black
Firefighters; and
WHEREAS, He actively supported minority recruitment and
promotion and developed a rotation system for all-around
training in the Communications Command Division, and he was
instrumental in developing the fire department's disciplinary
administrative review board; and
WHEREAS, An exemplary employee, Herbert performed his
duties in the Houston Fire Department with exceptional dedication
and commitment to high professional standards, and he received
numerous awards and commendations for his services in the fire
department and as a member of his community; he is admired and
respected by his colleagues, and his presence in the Houston Fire
Department will be greatly missed; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby commend Herbert C. Sims for his
exemplary service to the City of Houston and extend to him best
wishes in the retirement years ahead; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of high regard from the Texas Senate.
