SENATE RESOLUTION NO. 619
WHEREAS, The Senate of the State of Texas is pleased to
recognize Jay Millikin on his selection as Citizen of the Year by
The Herald-Zeitung of New Braunfels; and
WHEREAS, Jay Millikin has served in public office for
Garden Ridge and Comal County for over 10 years; he has served as
city councilman and mayor of Garden Ridge, and he is currently in
his second term as Comal County commissioner, Precinct 2; and
WHEREAS, A fiscal conservative and a dedicated
environmentalist, Jay fights for more authority for county
governments and for an end to unfunded state mandates; he is a
strong advocate for the belief that environmentalism is not a
partisan issue, but a public health issue; and
WHEREAS, In addition to his duties as county commissioner,
Jay serves on the Alamo Area Council of Governments; he is vice
chairman of the Guadalupe Basin Coalition, and he is a member of
the Legislative Policy Committee of the Conference of Urban
Counties; and
WHEREAS, Jay has also worked for Habitat for Humanity, and
he is a member of the Garden Ridge-Bracken Lions Club and the
Bulverde and Bracken Volunteer Fire Departments; he serves on the
board of the United Way of Comal County; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby commend Jay Millikin for his
outstanding work on behalf of his community and Comal County and
congratulate him on earning The Herald-Zeitung Citizen of the
Year award; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
