SENATE RESOLUTION NO. 700
WHEREAS, The Senate of the State of Texas is pleased to recognize Cecilia Moreno McKay for her many contributions to the Dallas Hispanic community and her former service as chair of the Texas State Board of the Hispanic Women's Network of Texas; and WHEREAS, Cecilia is retiring from her position as executive director of the Dallas Concilio of Hispanic Service Organizations; she is being honored at a retirement party on April 29, 2005, for her outstanding leadership with the organization and in the Dallas community; and WHEREAS, Cecilia was born in Ecuador and raised in Argentina; she immigrated to the United States in 1968 and lived in New York and Connecticut before moving to Dallas in 1988; she earned a bachelor's degree from Bernard M. Baruch College and a master's degree in business administration from Fordham University; and WHEREAS, A longtime volunteer in the Dallas community, she currently serves as a member of the Chase Metroplex Community Advisory Council; she has been active on the board of directors of Hispanic 100 and served as its president in 2003; and WHEREAS, She served on the board of directors of the Latino Cultural Center for Arts and Letters from 1997 to 2003 and as its treasurer from 1998 to 2004; she has also served on the board of the Local Emergency Food and Shelter program, and she is currently a member of the board of trustees of the University of Dallas; and WHEREAS, Over the years, she has received numerous awards from such prominent organizations as the American Cancer Society; the American Jewish Congress; Girls, Incorporated; The Volunteer Center; United Way; Women's Center of Dallas; and the Young Women's Christian Association; in 2004, she received Southern Methodist University's Profiles in Leadership Award; and WHEREAS, Cecilia's support for the Hispanic community in Dallas is unparalleled, and she has handled her many responsibilities as executive director of the Dallas Concilio of Hispanic Service Organizations with exceptional skill; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 79th Legislature, hereby commend Cecilia Moreno McKay for her outstanding work on behalf of the Hispanic community of Dallas, and her invaluable leadership as chair of the Hispanic Women's Network of Texas and as head of the Dallas Concilio of Hispanic Service Organizations and extend to her best wishes for the future; and, be it further RESOLVED, That a copy of this Resolution be prepared for her as an expression of high regard from the Texas Senate.
