SENATE RESOLUTION NO. 1026
WHEREAS, The year 2005 marks the 50th anniversary of the
Bexar County Hospital District, and this provides a fitting
opportunity to recognize the leadership and voters of
Bexar County who had the wisdom and foresight to create the
district and those leaders, staff, and employees who have
developed an award-winning public health-care institution; and
WHEREAS, In 1955, George L. Bishop, Carl A. Herbel,
E. J. Tiner, and other qualified voters of Bexar County asked
that the Commissioners Court order an election to be held
throughout the county for the purpose of enabling voters to
determine whether or not a hospital district should be created in
the county to take over the San Antonio-Bexar County Hospital
System; and
WHEREAS, On June 28, 1955, a constitutional amendment
election was held in Bexar County; and
WHEREAS, On June 29, 1955, the Commissioners Court of
Bexar County convened in special session at a special term with
the following members present: Charles W. Anderson, County
Judge; Dan F. Traugott, Commissioner Precinct 1; Sam C. Bennett,
Commissioner Precinct 2; R. L. Reeder, Commissioner Precinct 3;
and A. J. Ploch, Commissioner Precinct 4; and
WHEREAS, The Commissioners Court found, declared, ordered,
adjudged and decreed that the election was duly and legally
called and that the proposition to create a hospital district in
Bexar County was adopted by over 72 percent of the votes cast; and
WHEREAS, The hospital district so created was the
Bexar County Hospital District, now called University Health
System; and
WHEREAS, The University Health System has been affiliated
with The University of Texas System since 1968 by providing
teaching facilities and financial support for many of the
system's health-care programs, including graduate medical
education, at The University of Texas Health Science Center at
San Antonio; and
WHEREAS, This partnership has created a health system
medical-dental staff of over 1,000 faculty physicians, dentists,
and other medical professionals whose care improves the health
and well-being of residents of Bexar County and South Texas; and
WHEREAS, University Health System has earned a host of
accolades for its outstanding service to the community, such as
its Level One trauma hospital, its exceptional transplant
program, and its innovative CareLink medical assistance program;
and
WHEREAS, University Health System has been listed in
U.S. News and World Report's Best Hospitals Top 50 every year
since 2000, and it has earned the Solucient 100 Top Hospitals
Award in 1998, 2004, and 2005; and
WHEREAS, The State of Texas is proud to recognize the
University Health System as an exceptional health-care system
and to pay tribute to the system for providing thousands of
residents of the Lone Star State with first-rate primary and
tertiary health care during its first five decades of existence;
and
WHEREAS, The Bexar County Commissioners Court, the
University Health System Board of Managers and its leadership,
staff and employees truly merit special recognition on the
occasion of the University Health System's 50th anniversary
milestone; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby honor the University Health System on
its 50th anniversary and extend to all those associated with it
and to the residents of Bexar County sincere best wishes for
continued success; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
University Health System as an expression of high regard from the
Texas Senate.
