SENATE RESOLUTION NO. 1036

	WHEREAS, The Senate of the State of Texas is pleased to 
pay tribute to Carlos I. Garza for his service to the McAllen 
community and his outstanding leadership as a member of the 
McAllen City Commission; and

	WHEREAS, As city commissioner for 12 years and as mayor 
pro tempore, Carlos Garza is an accomplished leader who has an 
exceptional ability to develop a rapport with all citizens of 
McAllen; and

	WHEREAS, He is chairman of the McAllen-Hidalgo Bridge 
Board, and he formerly served as the general chairman of the 
McAllen International Museum Capital Campaign; he also served 
as chair of the city's Audit and Finance Committee; and

	WHEREAS, Carlos graduated summa cum laude from 
The University of Texas at Austin; he is president and chief 
executive officer of Inter National Bank, and he is a recognized
leader in the financial industry; and

	WHEREAS, A man of exceptional talent and expertise, 
Carlos Garza has made many contributions to the McAllen 
community; he has been a mentor to other members of the McAllen 
City Commission, and his leadership as commissioner and mayor 
pro tempore will be greatly missed; now, therefore, be it

	RESOLVED, That the Senate of the State of Texas, 
79th Legislature, hereby commend Carlos I. Garza for his many 
achievements and extend to him best wishes in his future 
endeavors; and, be it further

	RESOLVED, That a copy of this Resolution be prepared for 
him an expression of high regard from the Texas Senate.
