SENATE RESOLUTION NO. 1037
WHEREAS, The Senate of the State of Texas is pleased to
recognize Mayor Leo Montalvo, who is retiring after 22 years
of public service for the City of McAllen; and
WHEREAS, Prior to his first election as mayor in 1997,
Mr. Montalvo served as a member of the city council for 14 years;
during his tenure as commissioner and mayor, he played a pivotal
role in enhancing the quality of life for McAllen citizens and
in developing the city's infrastructure without a property tax
increase; he is noted for his efforts to get pay increases for
city employees and to improve their working conditions; and
WHEREAS, A former teacher, Leo is sensitive to the need
for an educated public, and through the McAllen Mayor's Golf
Tournament, he helped fund $1,000 scholarships for the top
graduates of the city's three high schools; and
WHEREAS, Leo earned a bachelor's degree in mathematics
from Texas A&M University and a master's degree in education from
The University of Texas--Pan American; he taught math and served
as an assistant superintendent for several years before entering
The University of Texas School of Law at the age of 36; he is a
partner in the Montalvo and Ramirez law firm; and
WHEREAS, McAllen's first Hispanic mayor, Leo Montalvo
leaves a legacy of accomplishments, and the citizens of the
McAllen community will long reap the benefits of his exemplary
leadership; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby commend Mayor Leo Montalvo for his
many achievements and his outstanding service to the McAllen
community as city commissioner and mayor; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him an expression of high regard from the Texas Senate.
