SENATE RESOLUTION NO. 1055
	WHEREAS, The Senate of the State of Texas is pleased to 
recognize William R. Eckert III on the occasion of his retirement 
as a human resources specialist with the Texas Health and Human 
Services Commission on August 31, 2005, after more than 20 years 
of outstanding service; and
	WHEREAS, William Eckert began his career with the state on 
July 1, 1975, as a child protective services specialist in the 
Department of Public Welfare in Corpus Christi; he then served as 
an adult protective services worker in Nueces County from
July, 1977, through August, 1979; and
	WHEREAS, He left state service to work in private industry 
until 1987, when he returned as a food stamps eligibility worker 
with the Texas Department of Human Services in Aransas Pass; and
	WHEREAS, Bill advanced through the ranks, and he was named 
client self-support supervisor in Houston in October, 1991, and 
unit manager of the Long Term Regulatory Care Division in
April, 1996; and
	WHEREAS, He transferred to the Training Division as a new 
employee orientation trainer in 1999 and was promoted to human 
resources services officer in September, 1999, and to human 
resources specialist IV in 2001; and
	WHEREAS, Throughout his career with the state, Bill 
demonstrated superior organizational skills and talent and 
handled his many responsibilities with exceptional efficiency 
and dedication; he supervised a diverse staff and trained more 
than 500 new state agency employees; and

	WHEREAS, A distinguished and exemplary employee, he earned 
the admiration and respect of his colleagues, and his presence in 
the Texas Health and Human Services Commission will be greatly 
missed; now, therefore, be it
	RESOLVED, That the Senate of the State of Texas,
79th Legislature, hereby commend William R. Eckert III for his 
exceptional service to the state and extend to him best wishes 
for the retirement years ahead; and, be it further
	RESOLVED, That a copy of this Resolution be prepared for 
him as an expression of esteem from the Texas Senate.
