No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code as it relates to persons authorized to draw a blood specimen from a vehicle operator to test for alcohol concentration or other intoxicating substances.

 

The bill would add a licensed or certified emergency medical technician-paramedic or a licensed paramedic to the list of individuals authorized to take a blood specimen at the request of a peace officer.

 

The bill would take effect immediately if a two-thirds majority vote in both houses of the Legislature is received. Otherwise, the bill, if enacted, would take effect on September 1, 2005.

No significant fiscal implication to units of local government is anticipated.
