No significant fiscal implication to the State is anticipated.
It is assumed that any costs associated with implementing the provisions of the bill could be absorbed within the Department of State Health Services' existing resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. If the bill does not receive the vote necessary for immediate effect, the bill takes effect September 1, 2005.
