LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 12, 2005

TO:
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB25 by Delisi (Relating to admission to and transition assistance within the public school system for school-age dependents of military personnel and other students.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

If a student records tracking system is necessary to meet the requirements of the bill to improve the timely transfer of student records, participating school districts could incur additional costs associated with loading and maintaining data in the system. For districts that handle a low volume of records requests or have a highly automated system, the proposed reduction in response time would not be likely to result in significant additional local cost.

The notification requirement contained in Section 2 would likewise have varying impact among districts on the basis of the volume of parental requests for records transfers the district typically processes. It is assumed that such notification would be made in the most cost-effective manner possible by most districts.
