LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 7, 2005

TO:
Honorable Geanie Morrison, Chair, House Committee on Higher Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB37 by Eissler (Relating to the automatic admission of undergraduate students to a general academic teaching institution that is a component institution of a university system.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill would amend the current automatic admission of high school students graduating in the top ten percent of their class by giving governing boards of university systems the authority to create a system-wide admissions system consistent with the enrollment needs of the system.  Each applicant would rank-order member institutions in the system and system officials would try to match the applicant to an institution in the order of preference.

Local Government Impact

No fiscal implication to units of local government is anticipated.
