No significant fiscal implication to the State is anticipated.
The bill would make several changes to the requirements the Texas Commission on Environmental Quality (TCEQ) must use when considering the compliance history of a permittee. The TCEQ reports that the bill's passage would result in the need for rulemaking and policy changes and the need for the modification of several of TCEQ's data systems. The cost of such changes is not expected to be significant.
