The bill would authorize the governing body of a municipality to declare a lower speed limit of not less than 25 miles per hour for a highway or portion of a highway in an urban district in the municipality that meets certain criteria. However, the municipality would not have the authority to lower the speed limit for a highway or portion of a highway that has four or more lanes used for vehicular travel.
The bill would take effect immediately if it were to receive the required two-thirds vote in both houses; otherwise, it would take effect September 1, 2005.
