No significant fiscal implication to the State is anticipated.

The bill would require the Legislative Budget Board (LBB), instead of the interagency work group, to publish a list of unfunded legislative mandates after every legislative session or special session.  The estimate of no significant fiscal impact is based on an assumption that the LBB would provide a simple listing of unfunded mandates as opposed to a more indepth analysis of the impact on local entities of each mandate.

The bill would take effect January 1, 2006, but only if the constitutional amendment proposed by the 79th Legislature, Regular Session, 2005, providing that political subdivisions are exempt from unfunded legislative mandates, is approved by the voters.  If the voters do not approve the amendment, the bill has no effective date.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
